Rome: Final approval of the new Building Code

On 12 May 2026, the Capitoline Assembly definitively approved the new Building Regulation of Rome Capital. The measure substantially updates Rome’s building framework, introducing provisions focused on environmental sustainability, climate adaptation, energy efficiency and urban regeneration.

The main developments concern:

(i) the introduction of mandatory environmental criteria for new building projects;

(ii) increased attention to soil permeability and the reduction of urban heat;

(iii) new obligations relating to urban greenery and tree planting;

(iv) the promotion of photovoltaic systems and sustainable energy solutions;

(v) the simplification of energy efficiency works; and

(vi) the introduction of measures aimed at the recovery and reuse of rainwater.

With specific reference to greenery and permeability, the new regulation provides for a minimum percentage of permeable surfaces in new developments, encouraging the creation of ground-level green areas and introducing specific criteria for climate mitigation and urban shading.

From an operational standpoint, the new regulation will require greater design attention to environmental aspects, additional technical assessments during the authorisation phase and the adaptation of building practices to the new municipal standards, potentially granting urban planning advantages to projects characterised by high sustainability standards.

The measure is also coordinated with the so-called “Salva Casa” Decree, the Technical Implementation Rules of the General Regulatory Plan (PRG) and regional legislation on urban regeneration. Certain practical aspects may, however, be further clarified through future interpretative circulars and implementing provisions issued by Rome Capital.
