By Municipal Executive Board Resolution No. 1071 of 6 August 2026, the Municipality of Milan approved the new “Guidelines for the Implementation of Urbanisation Works, Public Services and Facilities and Services and Facilities of Public or General Interest within Urban Planning and Building Procedures”, replacing the previous Guidelines approved by Municipal Executive Board Resolution No. 1117/2013.
The new Guidelines update the municipal regulatory framework in light of Legislative Decree No. 36/2023 (the Public Contracts Code) and the legislative amendments introduced in recent years, with particular reference to the design and implementation of public works within urban planning and building procedures.
The new provisions apply to urban planning and building procedures where the relevant agreement, or equivalent instrument, is entered into after the date on which the Resolution was approved. Conversely, the previous 2013 Guidelines continue to apply to works governed by agreements or equivalent instruments already entered into as at the effective date of the Resolution.
