Urban planning in Milan: new guidelines for coordination between urban planning and construction guidelines and the Town Planning Scheme (PGT)

With Executive Decision (“DD”) No. 4192 of May 27, 2025, the Municipality of Milan has issued important clarifications regarding the application of the Guidelines for the development of administrative activities in the field of urban planning and construction, as updated by City Council Resolution (“DGC”) No. 552/2025 and in accordance with the current Town Planning Scheme (“PGT”).
The Guidelines apply to building works which may be classified as “new development” entailing a building height (H) > 25 m and/or a volume > 3 cu. m/sqm.

Clarifications provided by the DD

Implementation Planning

For Implementation Plans (“IP”) with a total land area under 20,000 sqm:

  • During the preliminary review, the Municipality will assess the portion of infrastructure to be provided and the portion to be monetized.
  • It is not mandatory to provide at least 50% of the required standards, or 30% in the case of urban regeneration projects.

Agreed Building Permit

The Agreed Building Permit (“PDCC”) is applicable as an alternative to the IP in specific areas such as “NAF” and “AdR”, but only if the proposed development complies with morphological regulations. Otherwise, an IP is required.

As part of the preliminary investigation assessing the admissibility of PDCC applications, the Procedure Manager may seek support from the Working Group, whose role and activities will be defined by a dedicated provision.

Direct Building Title

This type of intervention remains applicable for projects that do not involve changes in urban use (in which case the PDCC would apply) and that meet the following criteria:

  • Demolition and reconstruction, or new construction
  • Building height (H) < 25 m and/or density < 3 cu. m/sqm

Demolition and Reconstruction with Change of Use Classified as New Construction

The provision of services is determined in accordance with the provisions for new construction, with a deduction of the standard territorial index of 0.35 sqm/sqm from the percentage established for each function by Article 11, paragraph 2 of the Plan of Services (“PdS”).
