The Capitoline Assembly has approved the Technical Implementation Rules (NTA) of the General Regulatory Plan (PRG). The resolution amends 67 provisions of the PRG, marking the first revision of the NTA since their adoption in 2008.
The main changes include:
- Simplification of planning procedures, with the aim of reducing the time required for the approval and implementation of development projects.
- Urban regeneration and the redevelopment of peripheral areas, with a focus on the regeneration of the existing building stock while limiting greenfield development.
- Enhanced protection of the historical, architectural and environmental heritage, through the strengthening of the applicable safeguarding provisions.
- Promotion of sustainable mobility, with greater emphasis on the development of rail-based public transport.
- Protection of the residential function, through measures aimed at mitigating the impact of overtourism on the urban fabric.
- Protection of the Agro Romano, by strengthening the safeguards applicable to agricultural areas and landscapes of particular value.
The amendments represent a significant update to Rome’s urban planning framework and are intended to enhance the effectiveness of the City’s planning instruments by balancing administrative simplification, territorial protection and sustainable development.
