The Lazio Region has requested the suspension of the procedure for the approval of the amendment to the Technical Implementation Rules (NTA) of the General Town Planning Scheme (PRG) of Rome Capital, together with a further review pursuant to Article 9(63) of Regional Law No. 19/2022.
The request is based on the view that the version resulting from the Municipality’s responses to the observations submitted contains substantial amendments compared with the originally adopted text, thereby requiring a further assessment as to whether the amendment remains within the scope of those variations that do not affect the essential features of the general planning instrument.
As part of the same review, the Region will also assess whether the amendment must be republished and whether a new period should be opened for the submission of observations.
The matter highlights the importance of regional oversight in urban planning procedures and the limits within which amendments introduced in response to public observations may be regarded as compatible with an ongoing planning procedure, without requiring the repetition of specific procedural steps.
In light of these developments, it now appears unlikely that the final approval of the amendment will be granted before the summer period, as previously expected.
