With Director’s Resolution No. 9501 of 24 October 2025, the Municipality of Milan has set out the implementing criteria for City Council Resolution No. 28/2023 concerning the update of primary and secondary urbanization charges.
Among the main new provisions:
- demolition and reconstruction with temporal discontinuity: where more than one year elapses between demolition and the new building title, charges will be calculated at 100% as for new construction, with no application of the 68% reduction;
- projects involving equalization rights: the 68% reduction applies only to the pre-existing gross floor area, while the portion deriving from equalization rights remains subject to full charges;
- conditional SCIA: charges must be updated at the time the condition is satisfied, with reference to the tariffs in force on that date.
The measure provides uniform guidance for municipal technical offices and clarifies the application of reductions on urbanization charges, a matter of frequent practical relevance in Milan’s building practice.
