The firm assisted the company in proceedings before the Piemonte Regional Administrative Court, which concluded with Judgment No. 673 of 25 March 2026 concerning the Planning Agreement for the development of the relevant areas.
The team, composed of Managing Partner Guido Alberto Inzaghi and Partner Tommaso Fiorentino, supported Develog 4 from the early stages of the project and throughout the planning process carried out with the Region, the Province and the Municipality of Novara.
The Regional Administrative Court fully rejected the appeals brought by associations, residents and local operators, confirming the legitimacy of the Planning Agreement. It also upheld Develog 4’s claims, overturning the resolution of the Municipality of Galliate that had refused to approve the agreement.
The decision reaffirms the principle of cooperation between public authorities and confirms the legitimacy of a strategic initiative for the logistical and infrastructural development of a key area located at the intersection of major trans-European transport networks, covering approximately 939,000 square metres, with up to 230,000 square metres of built surface, and including significant environmental mitigation and compensation measures.
